Support to the development of PhD students, post-doctoral students, post-graduate students and young scientists

Contract №: BG051PO001-3.3.04/27/28.08.2009

Partner: The Institute for Bulgarian Language ”Prof. Lyubomir Andreychin” (IBL), BAS

The financial support is granted under Contract No. BG051PO001-3.3.04/27 of 28 August 2009 within the Operation Support to the development of PhD students, post-doctoral students, post-graduate students and young scientists, Human Resource Development Operational Programme 2007-2013 of the General Directorate Structural Funds and International Educational Programmes with the Ministry of Education, Youth and Science.

The target group of the project comprises 22 PhD students, postdocs, postgraduates and young scientists at the Faculty of Mathematics and Informatics (FMI) with the University of Sofia and at the Institute of Bulgarian Language (IBL).

The main goal of the project is to assist the development of the scientific potential in the fields of mathematical logic, computer science and computational linguistics in Bulgaria, in this way to expand the scope and improve the quality of scientific research, and in consequence to promote the advancement of diverse areas of economic and social life in the country.

The project aims at assisting the professional realisation of PhD students, young scientists, postgraduates and postdocs in contemporary and emerging disciplines in which a pressing need for young and promising experts is felt in Bulgaria - mathematical logic, information search and information retrieval and computational linguistics. The mutual permeation and integration of the scientific efforts carried out within these fields will further their integration into the pan-European research community.

The project objectives include the following:

І. Expanding the scope, increasing the capacity and improving the quality of scientific research in the fields of mathematical logic, computer science and computational linguistics through providing education to 12 PhD students and 10 young scientists, postdocs and postgraduates within a comprehensive strategy comprising a number of harmonised training and scientific activities directed to promising talented young researchers.

ІІ. Developing skills for:

1) exploring and extracting relevant information from scientific sources in fields related to the area of research;

2) articulating and solving scientific problems with the methodological tools acquired in the course of education offered within the project;

3) carrying out individual assignments and participating in team tasks;

4) acquiring knowledge mining methods;

5) presenting and assessing the achieved results;

6) establishing a lingua franca to support research and communication with scientists from other fields.

ІІІ. Building a community of young scientists capable of combining the knowledge and potential available to enable the conduction of interdisciplinary research, as well as of integrating into national and international research teams.

The project objectives will be accomplished through the initiation of a number of actions subsumed under Action 1: Support to new and ongoing PhD programmes, and Action 2: Programmes for postgraduate students, post-doctoral students and young scientists

1.1 Enhancement of the individual PhD programmes and curricula with new thematically-oriented lecture courses

2.1 Individual programmes and curricula for advanced education and promotion of the qualification of postgraduates, postdocs and young scientists through offering thematically-oriented lecture courses

The objective of Actions 1.1 and 2.1 is to provide lecture courses aimed at enhancing and expanding the target group's knowledge and expertise in the fields of mathematical logic and computational linguistics. The actions comprise the preparation and delivery of thematic lecture courses and workshops in mathematical logic (5 courses, 45 academic hours each) and computational linguistics (5 courses, 45 academic hours each).

1.2 and 2.2. Development and delivery of a programme of interdisciplinary courses to enhance the general knowledge of the target group in mathematics and linguistics

Actions 1.2 and 2.2 cover the preparation and delivery of interdisciplinary courses for project participants with a linguistic background aimed at expanding their knowledge base in the foundations of mathematics, computer science and logic, as well as the development and delivery of courses in general linguistics targeted to the project members with a mathematical background with a view to broadening their knowledge of the range of applications of mathematical logic.

The envisaged programme includes courses and workshops in the foundations of mathematics, computer science and mathematical logic (3 courses, 30 academic hours each) for linguists, and courses and workshops in general linguistics (2 courses, 30 academic hours each) for logicians and mathematicians.

Students will be given individual assignments at the end of each of the activities offered within 1.1, 1.2, 2.1, and 2.2 and will be awarded a certificate on the successful completion of each course.

1.3. and 2.3. Delivery of research seminars

Within actions 1.3 and 2.3 project participants will be given an opportunity to report on their scientific achievements at seminars where their research results will be discussed at an expert level and evaluation and recommendations will be offered with respect to their future work.

Leading international scientists will also be invited to the seminars, allowing the members of the target group to acquaint themselves with the world trends in the respective fields.

Three 15-session seminars are to be held:

1) A mathematical logic seminar;

2) A computational linguistics seminar;

3) An interdisciplinary seminar.

Forthcoming seminars will be announced on the web pages of the project on the web sites of the Faculty of Mathematics and Informatics and the Institute of Bulgarian Language.

1.4. and 2.4. Encouraging academic mobility through participation in scientific conferences and workshops

Actions 1.4 and 2.4 will provide opportunities for improvement of the qualifications of the target group in the areas of mathematical logic and computational linguistics through participation in conferences and workshops and through presentation of own research at student and young scientists sessions.

Project participants will be able to choose from a number of scientific events that are to be held within the project - the Workshop on Computability as a satellite meeting to the Logic Colloquium, the International Conference on Formal approaches to South Slavic and Balkan languages (to be held in Sofia in 2010), as well as to opt for applying to the European Summer School in Logic, Language and Information - ESSLLI (2010, 2011) - in accordance with their own research interests while having the opportunity to expand their interdisciplinary knowledge in the other relevant fields.

1.5. and 2.5. Support to publications in international refereed journals

Actions 1.5 and 2.5 are aimed at providing assistance to PhD students, as well as to postdocs, postgraduates and young scientists participating in the project through the process of preparation and submission of papers in international peer-reviewed journals. Support will be offered in terms of expert discussions, reviews and consultations. In this way, the achievements of the members of the target group will be made known to and promoted throughout the scientific community in the country and abroad which in its own right will contribute to their earning international recognition and renown while ensuring the quality of the scientific results.

1.6. Scientific and methodological support for the finalisation, defence and publication of the successful PhD theses

Action 1.6 aims at adopting the practice of the European research centres of offering financial support for the publication of the successfully defended PhD theses and providing access to them through distribution at a minimum price or free-of-charge. In such a way the scientific achievements of the PhD students in the target group will be made widely known throughout the scientific community, thus contributing to 1) their recognition throughout the scientific world and the dissemination of the achieved results, 2) the promotion of the scientific and educational activity of the project partners, 3) the advancement of the communication in the scientific circles.
